A very good question!

Only Tulsa and El Paso are short on staff (both need Head Coaches), so I've made the standard 3-year default offers on their behalf to the guys they employed last year. I'll keep an eye on the other AI teams to make sure they don't make any moves in this first stage.

Chicago has all their staff in order, contracts are in line, can't renegoatiate with anyone, and in some cases don't want too..
