Okay, so do QB's pick up formations at the same rate up until they cap out their mental ability or do some pick up formations faster? How can you tell if you should abandon trying and wasting time in training camp on film study? What is an expected amount of hours to pick up 1 formation?

I've tried anywhere from 1 minute to 2 hours, I didn't see a different between them so I use 1 minute and my qb's formation will go up sometimes.

No one really seems to know exactly how QBs learn (or lose) formations. Supposedly, more intelligent QBs learn formations faster. We also know that some sort of dice roll is involved.

My view is that you have to look at it in the long run of, say, 5+ seasons. Start by devoting at least 2-3 hours per TC to learning formations. Increase the time by, say, a half hour per season until the QB starts picking up formations. I've had to go as high as 4 hours per TC to get results.

Although this is just a generalization, my experience has been that less intelligent QBs tend to learn 1 formation in a season and more intelligent QBs are capable of learning 2 formations per season.

Ugh, Not a good sign for us. I put 4 hours into film this year and one of my QB's didn't learn anything. The other picked up 1 formation.

I think I got really lucky. 3rd round QB pick Bo Greene gained 2 formations from 8 to 10. I think I added about 30 min to whatever the default training camp time was.
With 2 time reining CFL MVP McCarthy suddenly retiring it was a tense draft knowing we needed a QB. What a crap class to need a qb. The top guy is currently only 19/43. Almost took Henry in the 2nd but held out for Bo Greene in the third. Really praying the two formations gained is a good sign heading into the dreaded PSW2. Gonna be a long weekend waiting to find out what 14/45 turns into.

I have had limited success by making the time spent on running game and passing game the same as film room time. Usually if these all match at about 3 hours each...I see 2 formations gained...sometimes more...but its a small sample size.
FWIW,,,I have heard others say time spent in the film room has no impact.

In my experience...Changing mentor QBs can be a bad idea too...sometimes the 1st season with a new mentor gets zero new formations and then year 2 returns to normal.
IMO Once a rookie QB spends a season with a mentor its best to stay with that mentor.
Again this is my experience and its a small sample size...but it has worked for me more often than not in multiple leagues

Those ideas are really interesting and worth a look.

I would disagree, though, on the film room. The Help File says:

"Time spent in the film room allows quarterbacks to learn new formations. Skimp in this area, and your young quarterbacks won't be able to call a wide variety of plays during games."

It's hard to believe JG would say that without it being true. But maybe there's variations that have additional impact as RZ suggests.
