Is there a way to tell if they actually turned down our offer?

Will the Stadium tab pop back up after the staff hiring? I notice it's gone now, but the franchise tag/stadium export isn't due until the 20th.

I'm pretty sure the stadium tab is only available during the 1st stage of the staff hiring phase...
